Yes, of the US. I got it as change in a grocery store as a dime.
if you mean a 1981 silver cent from the USA there is no such thing, at least done by the U.S. Mint. A science class could have done it or someone learning to silver plate. A lot of people must be plating cents for this question seems to pop up a lot or it is the same one.
