Why do people who have disabilities have to sign up for selective service, if they tried to enlisted they would be blacklisted and would never see combat so whats the purpose of even taking the time to fill out the form.
Because, if the time comes, the government and the military would make the decision on if the person is fit for duty, not the individual.

Is a termite service responsible when they sign off on a home but termites show up later?
I had my home inspected by a pest service for termites before I purchased it six months ago. The pest service signed off saying it was clean of the bugs, but I've found a nest in my son's room. I did not have a bond with the company. Are they responsible for getting the termites out?
I don't believe that an inspection service is responsible in the case you describe. If you had a pest control company come out and spray and then you found termites, their guarantee would cover you for subsequent spraying until the pests were gone, for a period of time - usually one year.
