Multimeter Battery
how come dead battery cells still have a charge reading on multimeter?
The batteries` EMF is still there but it`s internal resistance has gone so high that the terminal Voltage drops too low to be useful under load. The multimeter does not present a low enough resistance to draw enough current to drop an appreciable amount of Voltage across the batteries` internal resistance therefore the terminal Voltage of a dead battery still measures about normal on a multimeter.

What the voltage of a dead new battery?
Let's say I buy a new battery. The next day, I leave my lights on all night and the battery dies. What will the voltage of the dead battery be using a multimeter? Does letting a new battery die cause permanent damage to the battery?
"Does letting a new battery die cause permanent damage to the battery?" Not really but it can shorten the life of it if you do it a lot. What causes the damage is if you let the battery get real low and try to start the car. That is when you can kill a battery. When you force the last few volts out of a low battery trying to start it can kill it.
When you leave the car lights on you need to recharge the battery with a battery charger set at the 2 amp setting.
Frequently leaving the lights on and running down the battery can shorten the life of the battery.
