Can a ca city require you to indemnitfy them for punitive damage before licensing you?


I provide motorcycle escorting services for funerals. This one city will not give me my license until I provide them with a general liability policy that would indemnify them for punitive damages, which no government agency can be sued for such.

"If" you really fought this all the way, you might get a court to rule that this was an unreasonable restriction - but that would cost you far more than just getting a policy. Such a policy would be dirt cheap since, as you point out, you'd be indemnifying the city against something that they're not liable for anyway.
