it's spun sugar but the spinning bit lets loads of air in and that's why its so fluffy - it's mainly air with sugar but food coloring changes the color of it. (there is no cotton in cotton candy)
it was invented in 1897 by william morrison and john c. wharton, candy-makers from nashville, tennessee, USA.
morrison and wharton were able to patent the first electric cotton candy machine in 1899. this machine used some strange force to spin and melt sugar through small holes. as the bowl spun around, the melted sugar was forced through tiny holes in the bowl. as soon as it hit the cool air, the melted sugar formed a feathery candy.
i live in london and everyone always gets it at the fairs cos it's kinda traditional. my younger brother gets it from the stores every time he sees it cos he loves it so much but i dunno if anyone else is like that - when i'm in the mood i can be, but anyways - it's probably really popular worldwide!
i love the way it feels so fluffy but then it immediately dissolves in your mouth and i love it when it does that - it feels so cool when u suck it for long enough it turns into this much smaller lump of hard sugar - i dunno if u have ever tried that but u really should.
