Hebrews 1:7 And of the angels He says: "WHO MAKES HIS ANGELS SPIRITS AND HIS MINISTERS A FLAME OF FIRE."
..the context of the passage that you are asking about in 2 Corinthians 11 has to do with the idea of light representing good and darkness representing evil. It means that Satan can appear to be one of the elect and holy angels of God instead of a fallen evil angel for the purpose of deceiving people into thinking that if they listen to him they are doing what God wants them to do.
