selling and shipping internationally on ebay help?
I have a $700 electronics item i want to sell on ebay and would like to offer it internationally as well as in the states. i have never sold outside the u.s. before and have a few questions i need help on: is it safe to ship to countries outside the u.s.? what shipping method is best for tracking and insuring purposes (ups, usps, dhl, fedex)? do any offer guaranteed delivery with tracking? also, who's responsibility is it to cover the customs/duty fees, the seller or buyer? sorry so many questions but jjust want to be careful because $700 is alot to be ripped off of. i have heard stories of scams and items getting lost that are untrackable so it makes me weary. Thanks for any helps.
also, would i still be covered by paypal and ebay seller protections?

USPS at full insurance is cheapest and fastest.
The buyer pays for shipping, insurance and import duties if any.
