Referring to California state law.
No.. as long as no money is collected and a REAL prize is actually awarded (and not just used to get people there). AND the prize or entering the contest is not limited only to those who put in offers or whatever... it must be open to anyone (of age) who enters the open house for whatever their reason, even if its just to win the prize and nothing further.
